W. D. Cowles was Captain, Company H, 2nd Regiment, Enrolled Militia, District of Vicksburg. The Enrolled Militia, District of Vicksburg, was formed in late 1864 to provide emergency protection of the city. It was composed of civic-minded citizens of the city and officered by prominent residents and officers from the local military garrison. According to an article in the October 25, 1864 edition of the Vicksburg Herald newspaper, W. D. Cowles was a special agent of the U.S. Treasury Department stationed in the city.
