Upon the recommendation of a majority of the line officers of the regiment which recommendation is herewith enclosed and is signed by every officer now present and on duty. I hereby appoint the Reverend William R. Eastman of New York City, the Chaplain of this regiment. And I respectfully request that His Excellency, the Governor of the State of New York, will direct a commission to he is such to Mr. Eastman as Chaplain.
