Sir,
I have the honor to make the following statement in relation to Private Charles Arnold late of Company C, 4th Regiment of Wisconsin Volunteers.
He was discharged at New Orleans on Certificate of Inability and on his voyage home was robbed as appears by his own statement, confirmed by that of the surgeon of the vessel, Doctor Van Nostrand of all his money and his papers. He was paid, he states before leaving New Orleans. He is now here wishing to proceed homeward without a cent of money or any claim from [the] government for any. I know not whether you will feel authorized to order him transportation homeward, but if he be not so furnished he will either have to remain here supported at government expense or else turned loose to become an object of charity.
