Sir,
Captain G. L. Morrison having informed me of his intention to reenter the service in some capacity, I have the honor to recommend him through your office to the favorable consideration of His Excellency, the services for a field appointment.
When I took command of the 4th New York Artillery in April 1863, I found Lieutenant Morrison performing the duties of Ordnance Officer for that regiment and upon my continuing him in that office, I was especially indebted to his zeal and intelligence for valuable service and upon my promotion for valuable cooperation.
In March 1864, Lieutenant Morrison was mustered out captain of his regiment and in that capacity, until the expiration of his term of service, aided in making his reputation of the 4th New York second to that of no other regiment belonging to the Army of the Potomac.
