Sir,

I have the honor to recommend for promotion, should the Regular Army be increased, Lieutenant Irvin B. Wright, 11th Infantry

Lieutenant Wright has been on duty in my Department for the last 16 or 18 months and is a young man of pure character, thorough business habits, faithful and trustworthy in the discharge of all his duties.

As such, I recommend him to the favorable consideration of the War Department.
