Dear Governor,

In making up the officers for the 18th Regiment, I desire to call your attention to Sergeant William Ragan of the 2nd Iowa who was severely wounded at Donalson. He is a young gentleman who studied law with Kasson & Withrow in this city and has, during his whole service with his regiment, conducted himself in the very best manner and has shown qualifications for command, entitling him to a commission.

If you can do anything for him, you would not only promote a very gallant and deserving young soldier, but you would greatly gratify a large number of friends in this place.
