I certify that during the last three years, Captain Charles A. Perry, Company L, 3^rd Wisconsin Cavalry has had several attacks of Dysentery and during the last four months he has suffered from the effects of chronic ulceration of the bowels to such an extent as to entirely preclude the wearing of belts with comfort or safety and I further disclose my belief that unless their use be omitted entirely for several months, permanent disability will ensue.
