26th Regiment is before me.
You will have to substitute muster and pay rolls for muster rolls. Cutting the payroll off. I send you a supply for that purpose. There will be a regimental field and staff roll made by the commanding officer of the regiment at the headquarters of the regiment which will embrace all the field and staff officers belonging to the regiment.
On inquiry being made at the hospital for the men you say you left in it, I found that they had all gone some time ago and it was said by one of the inmates of the hospital that they had gone to St. Louis on what business or by whose orders was not known.
I will apply to Colonel Wadsworth for a list of persons exempt from military duty and have it forwarded to you. Certificates of Disability must be made by surgeons in the regular or volunteer service of the US or Militia Service of one of the United states or by a citizen surgeon who is employed by contract to examine recruits. All certificates made by any other surgeons are worthless. Surgeons authorized to give certificates are paid by the government for their services and cannot charge the persons examined anything. Money paid by persons for certificates issued by surgeons not authorized to issue them can be collected by you from the surgeons to whom it was paid and applied to the hospital fund.
Your instructions to Lieutenant Reed, as regards the destruction of buildings etc. I think conflicts with orders from the War Department. Nor is it necessary to destroy buildings unless they are being used as defensive instruments, at the time of destruction, or about to be so used. Then they should be destroyed as forts, etc. maybe. I think I have sent you a copy of the order I allude to, to which I refer you.
Charges and specifications against Lieutenant Yost and Private Banndorf have been received and they will have my attention.
Major Urban shall be requested to send you a man to supply the place of Banndorf.
You may collect all the contraband property you can. Put it on post if you can. Have the Provost Marshal to keep a strict account of all such property brought into him. And send monthly statements thereof to these headquarters.
You can furnish the express man for the present.
